Two new developments are accelerating progress toward realizing the transformation of the city’s new Pacific View property.
Designing the process of determining which organizations Encinitas will partner with to realize the future of Pacific View is on the agenda when the Activation Plan Subcommittee holds its third meeting at City Hall at 2:00 p.m. Tuesday, March 3.
Questions about who will determine which organizations participate in the new Pacific View, which criteria will be used, what uses will be accepted, and how communication and group collaboration will be facilitated are all slated to be explored. Members of the public are encouraged to weigh in on all aspects of the process.
Subcommittee members and Councilmembers Tony Kranz and Lisa Shaffer have included an explanatory note on their agenda for Tuesday’s meeting: “The goal is to define the process by which the City will select an “Operating Partner” for Pacific View. Whatever comes out of the Subcommittee meeting will be considered and used as input for a report from the Council subcommittee to the full Council. The decision about how to proceed will be made by the full Council.”
Shaffer told SavePacificView.org that the subcommittee meeting shouldn’t be confused with an opportunity to present actual plans for the site, since they won’t be heard at this time. So, “if people can’t come to this meeting, they haven’t missed their chance” to weigh in with proposals at a future date according to a process that will be discussed at the meeting and ultimately decided by the full City Council at its April 8 meeting.
Recent city actions relating to Pacific View such as council direction, an architectural study and site maintenance will also be addressed by city staff at Tuesday’s subcommittee meeting. The agenda can be read here.
In addition, the City of Encinitas’ Public Works department has issued a request for architectural proposals for “a complete preliminary design report, and ultimately construction drawings, for the rehabilitation of the Pacific View site.”
The City Council decided at its February 11 meeting that it made sense to get an architectural report before establishing guidelines for those who want to use the site and its buildings.
Architectural consultants who wish to submit proposals have until a Thursday, March 19 deadline, and they must attend a pre-proposal meeting at Pacific View on at 10:00 a.m. Thursday, March 5. The entire six-page Request for Proposals can be read here.
